Rollover navbar Empty Rollover navbar

Ok, I'm trying to create a HTML page in the Forumotion Admin panel. On the HTML page I want one of my buttons on it to be a rollover, so that when a user rolls over the button a small submenu will pop-up. I've tried inserting the code and CSS but it just isn't working at all, the submenu I want is saying permantently fixed. Does anybody have a code which will allow it to work?
