Allow moderators to ban members : NO

Hello

i use the Option (AP-> Forum -> Security)
"Allow moderators to ban members : : NO"

But the Group Moderators can BAN Members if the Click on the Profilname
They See this -> Administrate user: - Ban this member

And they can click on "BAN this Member" and the Member is Ban

But i choose NO and Save it again.

Is it a Bug or must i set more Option only Administrator can Ban

I change it to "YES" and now it is Okay, Mods. can not Ban any more

Choose Yes & then see if they are able to?

edit: I will report it, it was actually Disallow earlier, so no should have worked earlier.
