My 2nd question is how to make a picture fot my forum like this

Using photoshop or gimp would be very easy!
photoshop cs3 and 4 is for xp and vista
if ur using windows 2000 or less try using cs2.
cs2 is good for animation of the text and makes it flashy,gimp however makes the hole thing;flag effect,globe effects ext ect!
both of them hve light effects and u can download different brushes to make it very decoritive!I would make you 1 using photoshop but my computer wont start and im using my sisters.

as stated above by Marino, you can use softwares like photoshop cs4, fireworks, paint.net, photoshop cs4 extended etc. you can search on google to download them

I have Photoshop (PS) but I can not use it. I don't know how... Confused
