Help With Avatars Empty Help With Avatars

In the administration panel it shows this:

Help With Avatars AdminisitrationHelp

For the first one where it says Default Avatar, If I put a link to an avatar there will that give everyone who DOES NOT have an avatar the avatar in the link?
