custom topic icons

I looked in the FAQ and searched, and can't find any results, can someone please tell me how to make those? like I want to make some custom ones, but I don't know how to..

admin panel>display>pics management>advanced mode>topic icons, then you can add icons there

will this make it like it is here? where you can put as the icon by yourself, not just by a mod?
