Admin Panel > General Tab - Forum section > Security > "Disallow moderators to ban members 'No' "

As far having them lock topics:

Make sure that your moderators are placed in a usergroup that has "Is Moderator" status of a forum. You can do this by:

Users & Groups Tab > Group Administration > Permission button on the target group of interest > Checking the appropriate fields.
