Extra rules in a Forum

At this website http://www.beautygloss-forum.nl/viewforum.php?f=27 you see a pink block.
It's filled with rules. (Sorry it's dutch so most of you won't understand it)
I asked the moderator of that forum how they did it.
This is the reaction I got:

You should have Phpbb 3 in order to do this. (I have that version)
Go to configurationpanel> Forums > Forum of you choice > change > Somewhere below you see Forum Rules, Here you can put your rules.

But I don't see that forum rules. I only see discription.

Can someone help me?

Would that happen to be a global announcement?
If so, it's doable with Phpbb2 OR PunBB

Yes something like that is also allright, but i have phpbb3
so I cant do that!
And when I change my version, my whole theme changes too...
So i won't do that...
