Affiliates are just sites that advertise each other. They help each other.

How do i be affiliates with another person?Is it exchanging codes and pasting them into the widgets section in their forum to advertise for each other?Than when people click their banners,they go to their forums?

You have to request to the site admin to be an affiliate of that site. And when you both agree to affiliate each other, you add your own banners to each other's sites.
