rollover over top buttons? Empty rollover over top buttons?

Is it possible to create a rollover image for the top buttons that say "forum" "portal" etc.? If so, how would I do this?

Admin Panel >> Display tab >> Pics Management >> Simple Mode >> Click on Forum >> add url >> Save

Repeat once done.
