Solved any form to give a limit post to a user

hi well i have my forum i am the admin..
but i have a problem with a user...
he writes like crazy.... but i mean really he does not have patience for wait for a reply..
so i get the idea of give him just 8 post per day..
thats all--
well if you can make this please tell me..
