Moderator Control Panel Empty Moderator Control Panel

Hello.

I'm just curious where I can see the Moderator Control Panel.

I thought all Moderator have right to ban members also to ban IP and Emails.

Hope you like it.

Also please add some skins like Serenity Laughing .

to ban a user on that user profile it will say ban this member but if the admin don't want moderators banning people it will not be there
