and can you add a PACK at a time to upload?

To be able to see the smilies in quick reply, you'll need to have the WYSIWYG mode enabled in your admin panel, and then each user will have to choose that option.

There is no way of adding a pack of smilies at once, each smiley has to be uploaded individually.
