Adding Picture in a specific place on the homepage.

hello to you all.

I've searched everywhere and I can't find it.
I'm trying to add a picture between the "administration panel" link and the footer (in the end of the page)

I tried manipulating with the templates but I guess I don't know how to do it because it doesn't work so I left it.

I tried setting a new homepage and didn't succeed on this either.

and all I wanted (and still wants) was to enter a link to an image that will load when the homepage will load (and I know how to do it) I just don't know where to do it.

if anyone could help me I'll appreciate it.

Display>Templates>general
Click on modify corresponding to overall footer.

Then you will see
