Flood Control Empty Flood Control

uhmm.. i got my Flood Control set to 5 seconds between posts, but for some reason my Polls is a different story. My members are telling me my Polls are giving them this message

"Flood control is active on this forum, please wait 999999 second(s) before voting."

How can i fix this?

Flood control minimum is 10 seconds, it cannot be 5. Make it 10 & save.

well it was 10 before..i tried to save it to 5 to see if it would stop saying this message. It still does.
