forum with 1 post inside

i want to make a forum so when i enter it there is a post inside.

For example a forum is named "FAQ" and when i enter i see a post.

Forums do have posts. I don't understand what you mean by 1 post. Can you please explain more, so that we could help you.

i mean for example a forum where when you enter there is a messege,

I saw at a forum a forum named "HELP" and when you entered there was a message telling you "Welcome read FAQ etc".
