A muted group can view the forum, but not able to post topics, posts, and others and cannot do anything like contacting, but they will have only forum access, it like almost sounds like instead of being banned.

I agree with you 100%. Banning is going a bit far, in my opinion.

You could just make a group and limit what they can do. Why would you make a mute system on the forum when they broke the rules of your forum? Ban system is for this reason if you wish. You are also only allowed to have two options for voting yes and no. Please change it.

If the admin made a group, mods wouldn't be able to mute, would they?

Oh well, why would we need a mute system? if they deserve to be banned, if the broke the rules, like MrMario said.
