Unless you have punbb or phpbb2 its impossible to remove them. Jalokim can help you with removing that ability if you have punbb or phpbb2. Please reply if you do have one of those version so then I can ask Jalokim to help you.

Hello,

It can't be done in phpBB3 and IPB since it requires editing templates which is only available in phpBB2 and punBB.

You can disable members choosing avatars and set them all to something really small, but that would take a long time if you have a lot of members and not fixing the problem.
