You mean the thing that scrolls at the top of your forum?

Hmm... Not that, I mean like this do you see that at the top of this forum "BIG 2010 WINTER CONTEST : IPOD NANO TO WIN!" that's goes in and out all the time that code I need so I can put it on General > Forum > Configuration then on the Site description so it can move the same as that.

thats in your announcements. you have the option to scroll left or right there.

Admin panel>general>messages and emails>announcements.

just create a announcement and set everthing as you see fit.
