Time-in Minutes Empty Time-in Minutes

I'm quite confused. What does the time-in minutes before a member is considered offline actually mean? For example, if I set it as 60, will the user still be considered online even though he or she's already offline but 60 mins. haven't passed yet? Please explain. I am a little bit confused. Means that you won't see the user in the who's online area when the time has passed.
