Administrators have forbidden any new members?????

After i made a site for a friend , once i was done, i told him go register now so i make u mod he said it showed

"Administrators have forbidden any new members." and i logged out of admin and saw it did

where do i fix this problem ive went to
Users & Groups// Users Options // Allow new members : YES

its on yes and its saved about 9x and it still doesnt let others register

any 1 know the prob??

do i have to make a member group? or what

no

go to admin panel>user groups>user options.

scroll down to (Allow new members) select yes and click save.

I have tried this and it still does not allow me to add new members...
