Reputation Abused Empty Reputation Abused

Some forums that have trolls, or people who dislike other people on the forum, will purposely trash someone reputation points for no reason. i'm suggesting you put a counter on how often reputation may be given by a user. Or at least make an option available for a forum to add a timer on that. Maybe one rep point may be given every 5-10 minutes.
