How do I get people on my forum?

i want to know how to get people on my forum.i have 66 posts and 10 members.i already read the tutorial but i didn't really understand. can you guys help me. it wold be great if you send me how or if you don't know how or if your not allowed.

step 1) Not post in this section of the forum (as it is the wrong section )

step 2) Stop sending Spam PM'S

step 3) Submit your site 2 a search engine!

step 4) Promote your site on promotion sites!
