how can i make a NavBar that looks like this..

Well i was looking around the graphics section and i came across a user-submitted NavBars and i decided to use them on my forum (https://help.forumotion.com/navigation-bars-f54/dark-navigation-buttons-icons-t42813.htm)

but i want to add more links to my NavBars and i would like to know how can i make a similar navbar to those in the link that say "Roster" and "Group Stats"

You can change your navbar with this one.
Display>Pics management
Advanced mode
change the url's there.

making a new NavBar picture that looks like those on the link i provided because i'm using those on my forum but i added a new HTML page and i want to make a NavBar pic that looks like the ones im currently using that says "Roster" and another that says "Open Spots"

Simply ask the thread owner if he/she will make the custom ones.

So make gfx requests.

I sent him a PM like 4 or 5 days ago but no response..

i can make you more tabs, what image do you want on the side of the tab?
