Shout box

Hi does any one know how i can increase the bottom of my chatbox, were it says message it only seems to be half, this is what i mean I have dragged it down but it stays the same

I asked this question a while ago as well, I'm a bit rusty on how to do it, but here's what I remember:

ACP -> Display -> Pictures and Colours -> Colours -> CSS Stylesheet -> CTRL+F and type Chatbox -> Should take you to this:
