How to set allow all members signature to on?

In General Options,
Include signature in profile messages - Yes.

but members does not automatically have signature. they have to manually set them.
Is there an automatic way?

Hi.

Each member would have to create their own signature and then enter it in their Profile/Signature.

A signature is something that personal to each person so there is no automatic way to do this.
