Help, META TAGS Empty Help, META TAGS

Where should i paste Meta tags on my site?

I added site to http://www.submitexpress.com and i wrote page title, keywords, and site description. Now it tells me this:
" Please cut and paste this section on top of your HTML page in a text editor. You should replace the section from <HTML> to </HEAD>"

Where should i paste that?

Admin Panel > General Admin > Home page > the boxes called Meta Tags
