Modules integration into HTML Empty Modules integration into HTML

Welcome back,
This is the PART2 of my portal/html problem!

How to integrate the portal modules into my HTML

I know that the portal modules Like Last Topics... Status and such... is obviously powered by the Portal Module Installation..(duh)..
But .. I want to know if it's possible to not use the Create/Add new block function in the Portal Module installation and Somehow integrate it using html tags/functions....while still allowing it to AUTOMATICALLY update itself...

^ I know i can MANUALLY update the last topics and w/e...But it's going to be such a hassle and I'm not willing to bother with that...

Code:
<table width="100%" cellspacing="1" cellpadding="1" border="0" align="center"><tr><td valign="top" width="20%"><table class="forumline" width="100%" border="0" cellspacing="1" cellpadding="2"><tr><td class="catLeft" height="25"><span class="genmed"><b>Last topics</b></span></td></tr><tr><td class="row1" align="left"><span class="gensmall"><marquee id="recent_topics" behavior="scroll" direction="up" height="200" scrollamount="2" scrolldelay="90">?<a onmouseover="document.all.recent_topics.stop()" onmouseout="document.all.recent_topics.start()" href="/Your-first-category-c1/Your-first-forum-f1/bla-bla-bla-bla-p3.htm#3">bla bla bla bla</a><br><img src="http://2img.net/i/fa/onyx/icon_minitime.gif" alt="">Yesterday at 23:01 by <a onmouseover="document.all.recent_topics.stop()" onmouseout="document.all.recent_topics.start()" href="/profile.forum?mode=viewprofile&amp;u=1">Admin</a><br><br>?<a onmouseover="document.all.recent_topics.stop()" onmouseout="document.all.recent_topics.start()" href="/Your-first-category-c1/Your-first-forum-f1/Perfect-lets-begin-by-Editing-the-entire-thing-p2.htm#2">Perfect.. lets begin by Editing the entire thing</a><br><img src="http://2img.net/i/fa/onyx/icon_minitime.gif" alt="">Yesterday at 23:01 by <a onmouseover="document.all.recent_topics.stop()" onmouseout="document.all.recent_topics.start()" href="/profile.forum?mode=viewprofile&amp;u=1">Admin</a><br><br>?<a onmouseover="document.all.recent_topics.stop()" onmouseout="document.all.recent_topics.start()" href="/Your-first-category-c1/Your-first-forum-f1/Your-first-subject-p1.htm#1">Your first subject</a><br><img src="http://2img.net/i/fa/onyx/icon_minitime.gif" alt="">Yesterday at 22:56 by <a onmouseover="document.all.recent_topics.stop()" onmouseout="document.all.recent_topics.start()" href="/profile.forum?mode=viewprofile&amp;u=1">Admin</a><br><br></marquee></span></td></tr></table><table width="100%" border="0" cellpadding="0" cellspacing="0"><tr><td height="3"></td></tr></table>

That's what I can copy and paste manually... but what if i want it done automatically like the portal module does it?
