ipb default theme error

hi , this is the normal view of my forum....
ipb default theme....


i switched to this theme last week i guess, but ever since i changed the theme, my forum goes crazy for atleast 1 minute every two hours....
here is the image of this..



what may be the problem ?

Are you using dsl? The css has not loaded in the 2nd screenshot.

is it like internet connection ? i am using "bsnl broadband" (sorry that i dont know much about them).

and why didnt the css load ? i tried using different computers , but the problem comes for a short period of time and it goes again...

Sometimes if the net connection is slow, it takes time for the page to load completely.

as i said, it doesn't happen always, i don't know at what time it happens....

but a doubt, why didn't it happen when i had other themes ?

Just got lucky with other themes maybe.
