Never Mind Empty Never Mind

Just this morning i have been recieving a problem. On my Forum, http://planetpoke.darkbb.com/forum.htm , I can`t get access to the options tab. I can`t create announcements, stickys, or do any other options. I don`t even see that plus sign to open it up. Its just a bar that says options on it. Underneath the polls seem fine.
