Banner editing

Hello, I was wondering if anyone could explain to me how to edit a premade banner that someone has posted for use.

I want to add pictures to it and the title of the forum but I don't have any special type of editing software. Can you do this in the regular paint program? When I have tried it, it never turns out right because it saves the whole thing instead of something small.

Try Adobe Fireworks, work for me.

there's a lot of different software you can get. free and paid version it depends what you like and want.
