Images with links on website

Ok, i have a problem. In admin panel, i made my site:

http://www.hopegfx.com/Emergency-h25.htm

So, the question is: How can I make that someone else who is not owner of this site, insert a code of the picture with the link in my site and make it show up automatic on my page ?

is that possible ?

The example: Someone go on my site, and post a code like this (in box) :

and then, everyone can see that picture on my site, and it looks like this:

(ofc i put here as BBC because HTML is not working, but i'm not talking about that... Let's pretend it's html xD

On a forumotion forum, this can't be done, because where would you store the information?

You can try other ways to do this, but you'll need a website host that supports PHP,
