Giving a specific group specific abilities

how do i change one specific groups individual things eg. You create I new group then how do i make it so that i can individually change/edit that grous abilities to lock topics,make forums,ban members,etc?

Locking topics-ability to moderate (Can be changed in the permissions tab)
Make forums-Only the users in the admin group, can do that.
Ban members- either the whole moderator group will be able to do it or not.
