How can I end the harassment?

I've had an issue with the person who created this forum for a few months now:

The owner would frequently visit my forum, only making posts to advertise, and would message me constantly about affiliating with him. I always declined, because he was very rude to me and my other members.

Now, it looks like he's gotten some of his friends to help him invade my forum's portal chat. They spam their forum's URL, cuss, and otherwise insult my members. Here are just a few screen shots for proof:

Pokecenter has sent the following people from their forum to attack my forum chat and its members with advertisements, and I want it to stop:

I want there forum shut down! Can anyone please help me out???

Best thing to complain about another forum is using this https://www.forumotion.com/en/litigation/ or contacting Typlo. Posting on a public forum doesn't help as members tend to fight here when they figure out someone is talking about them or their forum of doing something wrong and make it more of a mess then it was before. I will lock this topic due to these reasons.
