Strange bar @ the top of my index page and spoiler issue

Hi guys, I have this bar that has appeared at the top of my forum that I really don't like:



I deleted my CSS and copied the CSS from a forum almost the same as mine that doesn't have this bar problem and yet the bar still remains on my page. So I guess I didn't get this thing from messing with the CSS but I don't know what I did to get it or how to get rid of it.

Also, my spoiler button doesn't work. As you can see here...





...the spoiler remains open, not hidden. And when I hover my pointer over the word spoiler it turns into a hand as though it's a link, but when I click it, nothing happens.

We're not really open yet or anything, still working on it.

It looks to me like an announcements bar. Try checking that you have announcements turned off.

Admin cp> General > Messages and emails > Announcements

I'm very sorry! I don't know whats wrong with the spoiler code.
All I can imagine that is is that bbcode is turned off but if font colours and such are working, it can't be that. You can check in the same area as above.

Hey, thanks for replying! I went and checked and sure enough I did have the announcements activated. I checked the 'no' box and clicked save but the bar is still there. Here is what my settings look like:

I made a test announcement to see where it would show in relation to the mystery bar and it shows up right above it:

I'm not sure what to think, it looks like an announcement bar but my Announcements list is empty and I have 'Activate Announcements' set to no...

I see that it's only there on the index page. Could you create a test account for me, I'll investigate further that way.

As for the spoiler, I'm pretty much lost.

Oh no worries about the spoiler button, we can live with out it. I'm just stoked to have that blasted bar gone.

After posting the spoiler tag, or it happens only in the preview?

It happens in both. In a post, it shows the same as preview.
