Problem with the design of phpBB3 Empty Problem with the design of phpBB3

Well, I'm trying to make a new theme for my new forum, but I've faced a problem.

When there was version phpBB2 I could change everything through Admin panel in Advanced administration, including such images like "Quote", "Inbox", "New Topic" etc.

Now, in phpBB3 in the same in Advanced administration I can change only "Categories" and "Forums" pictures, plus votebar and logo... Is there some solution to this strange thing? I'd like not to change back to phpBB2.

Please, help, I'd like to fully customize my forum's appearance...

Click on the tabs,
styles admin
pictures and colors
list the pictures

now click on the tabs where you want to change

Offtop: Is there some description of differences in between phpBB2 and phpBB3?
