How is that done? Similar to what is done on forumotion with the 'official smilies'?

What do you mean? Smilies can be seen by anyone.

EDIT: I just realized what you mean. You have to change the Auth Level to Moderator or Admin.

That's what I thought. But I'm looking in Display=>Avatars=>Smilies and I'm not seeing a way to change permissions.
