How to change the content of forum rules ??

Can someone tell me how to change the content of forum rules ?? ( changing not adding)

Do you mean the terms of service? you can only add by going to admin panel>general>addition rules>add there>save

why can't we edit the rules/TOS? it's our forum isn't it!?

Its your forum. But, hosted on forumotion & owned by forumotion.
Hence, Forumotion's TOS cannot be edited.
