Why can't my members create albums?

I don't even see how you would.

I made it so moderators need to approve the pictures, I just don't know how to create an album.
So, how do I create an album?

You have to go set it up and add the options you wish in the acp.

Admin panel>modules>Gallery

just be sure to go through everthing set as you wish and hit save after setting each section.
