I'm not quite sure what you are asking, but url code should be like this:

Code:: [url=http://www.google.com]This is a text link to google[/url]

With no quotes.

As far as opening it in a new window, I'm pretty sure there's an option for that in the admin panel...

I'm pretty sure it's not possible, sorry.
But I believe there's an option in your admin panel to open links in new windows.

It can work if you have the "BB Code" and the "HTML" enable on your forums.

You would use the bottom code to the what you want.
This is normal:
Code:
<a target="_blank" href="Your URL Link Here">Your Text Here</a>
Result: Link don't Work here because HTML is disabled.
Your Text Here

This is if you want color:
Code:
<a target="_blank" href="Your URL Link Here">Your Text Here</a>
Result: Link don't Work here because HTML is disabled.
Your Text Here

This is if you want 2 different parts to with different colored:
Code:
<a target="_blank" href="Your URL Link Here">Your Text HereYour Second Text here</color></a>
Result: Link don't Work here because HTML is disabled.
Your Text Here Your Second Text here
