we have looked through every setting and can find nothing it will not let people join and now it will only let admins post can and mod help us please?

Go to

Admin Panel > Users & Groups

Look over to the left where the widgets are displayed then go

Users> User options> Members> The make sure it allows new members.

As far as the Admin things, you might want to check the preferences of each Category and Forum and make sure that Users can read and write messages.
