QUESTION: How can I get a pop-up when someone signs up and needs account activation?

What i mean is, when you have it set so the admin must activate the account, can I get a pop-up letting me know someone is waiting to be activated? it's a pain in the butt having to look at 'Inactive Users'.

This is not possible... however you should be receiving an email every time someone registers.
