Unable to edit stuff in the control panel

Hi I am unable to edit my options and setting in the control panel. Unless it's thru a proxy server. However I have found that I am still unable to assess some part of the panel like say the button editing options.

anyone has same the problem or any solution?

The problem sorts itself after a while on its own.

However, try this out.
Start>Run
In the window that comes up type in the little box 'cmd'
then 'enter'
A window will pop up, type in
'ipconfig/flushdns'
then 'enter' again
It will report back that it has 'successfully flushed the DNS resolver cache'.
