What you have shown in the picture is called a "poll". You can set up a poll every time you post a new topic by going to the bottom and modifying the "poll options" at the bottom.

I assume you're the administrator of your forum so you will definitely have the power to create a poll. However, you are also allowed to create polls on this forum.
