Is it possible to create a blank page I can edit in html an create a link to it within my forum?

I think you could create a new HTML page. Then you just add stuff in. I think so , not very sure.

Admin Panel > Modules > HTML

In there you can also specify whether to use the current 'style sheet' set for the entire forum, or leave it completely blank. The url will have your forum's url plus whatever you title the page as, plus a sort of html page number (as in how many html pages you've created by using this module). Smile
