I don't know any website who give a .bbtheme files..
You can ask a forum skin in the graphic design section =)

If you are thinking of changing from Forumotion, then you won't need .bbtheme layouts...
Most phpbb3/2 hosting sites that allow skins will use different methods.

you can still use alternate themes.
the key is to upload each image individually. you will then need to edit the colors/css to match.
(sorry, there is no other easier way)
