Solved Reputation button cannot be seen?

Hello guys,

I would like to ask why thus my reputation button in forum or the + and - button cannot be seen by forum members? as i see only administrator like me can see it not forum members.Please help me guys and thanks in advance.

All I can think of is the option that says

Display this field for users that are at least : (member, admin, etc)
