Posts seen from all sections of the forum

Few days back I had seen a forum where some posts can be seen from all the sections of the forum. Can you tell me how to do it.
For Example- If we have 3 sections in the forum, how to make a post such that it can be seen in all the three sections of the forum.

Global Announcement? I never heard that before. So that's isn't possible. So there is no way to do it. One more thing that you can posts 3 time in each forum.

It would have been effective to post the common rules or common announcements (if any) between all the forums. That is why I asked if there is any provision for that.
