Login issues

How long does it take for people to log back into my forums after I have made admin changes? or am I suppose to click something so they can get back in? This is the message they are receiving:

You go back to where you clicked forum under construction and click no.

I never clicked under construction...sorry im new to this thing but where would I find "forum under contruction"
