how to make forum rules appear??

hello this is my first query
i wanted to knoe how to put forum rules
i donot mean the whole forum rules i means special rules for separte forum like on this site http://www.cooldbz.com/viewforum.php?f=228

The rules that you saw on that site were probably made on a HTML page since you can add rules but they will appear only once when you register(When you choose "I agree with these terms".

yes you can make them. You have to make a HTML page so go to admin panel=>Modules=>HTML=>HTML pages management. There select Yes at the following option "Do you wish to use your forum’s page header and page footer ?" then enter the rules that you what. Save that page. You also need to add a button on the navbar of your forum. Go to admin panel=>Styles=>Pictures & Colors=>Headers. Now add another button and link it to the page you made and it should appear in the navbar.

i want it to appear over a forum topic so that a person reads it while posting...and rules for different forums will be different so i cant change it

You can do this with a simple sticky, make a new topic, call it forum rules, add your rules to the text box and in the options section below click stick and save. That way you can even ask members to post to say they have accepted them.

i dont believe so no. Its a suggestion you could make in the suggestions for your forums forum to be implemented if tech are able and enough members agree. You will need to add a single choice poll to yoru suggestion too so members can vote yes or no.
