How to make a scrolling Tab Navigation bar?

I want to make it so there is a little tab always at the top of the screen and when you click on it, the navigation bar appears. Is this Possible?

Can you be a little more specific. I think you are meaning add a button at the top and once clicked that the Navigation Bar will show. I do think that is possible, but you would need some codes for that.

Yes,This is what I wish.
I would also like the button to always be at the top of the browser, if possible..
